Expanding into the UAE often starts with commercial questions. Which entity should we establish? Where should we operate? What licence do we need? Who will manage the business?

Then recruitment starts—and a new group of questions appears. How should employees be hired? How should salaries be structured? Who will manage payroll? What employment policies are needed? Who handles visas? What happens when employees leave?

These questions are easier to answer before the first employee joins.

Understand the Employer Structure First

Before recruiting, the business should know which entity will employ the individual and which employment framework applies. Mainland and different free-zone environments may involve different processes and authorities.

Do not assume an HR process used in another country can simply be transferred to the UAE.

Localize Your Employment Practices

International companies often arrive with excellent global policies. But global policies still need to be reviewed against local employment requirements and practical UAE operations. Areas to consider include:

  • Employment documentation
  • Working hours
  • Leave
  • Public holidays
  • Probation
  • Payroll
  • Employee benefits
  • Employee separation

Localizing does not necessarily mean replacing the global framework. Often, it means identifying where UAE-specific provisions or procedures are needed.

Decide Who Owns HR

A newly established entity may not immediately need an internal HR department. But someone still needs responsibility for:

  • Employment documentation
  • Employee records
  • Payroll inputs
  • Leave
  • Visa coordination
  • Employee questions
  • Compliance monitoring

Businesses should establish ownership rather than assuming these matters will somehow be handled between Finance, Administration and management.

Set Up Payroll Before the First Payroll

This sounds obvious, but new businesses sometimes begin solving payroll only after employees have already joined.

Where WPS applies, employers should understand the relevant wage-payment requirements. Current MoHRE guidance emphasizes timely and accurate salary payment through the applicable system. Payroll responsibilities, cut-off dates, approvals and employee information should therefore be organized early.

Build Only What You Need

A new UAE operation does not need unnecessary HR bureaucracy. Start with the essentials:

  • Employment documentation
  • HR policies relevant to your workforce
  • Employee records
  • Payroll
  • Leave and attendance
  • Onboarding
  • Probation
  • Visa coordination
  • Employee separation

Then expand the framework as the operation grows.
